Bradford searching for experienced manager

STARKE — Bradford County commissioners recently painted a portrait of their ideal county manager candidate.

Assisting in that search is Alachua County Manager Michelle Lieberman and other professionals with the Florida Association of County Managers.

In discussing qualifications, commissioner mentioned:

 

—Education should include a bachelor’s or master’s degree in public administration or a similar area.

—At least five years’ experience as a city or county manager. Experienced assistant managers seeking an opportunity to advance may also be considered.

—Strong background in financial management and budgeting.

—Having managed a budget and workforce equivalent in size or larger than Bradford County.

—A background in economic development and growing the business community.

—Knowledge of public works and other services the county provides.

—Reputation for working well with commissioners and department heads.

—Good communication skills, but also integrity to stand firm in their position.

—Grant writing and administration experience

—Someone who is engaged and active in the community.

 

Commission Chairman Chris Dougherty admitted that looking for someone who perfectly matched the description was like hunting for “unicorn.”

Lieberman said attracting a candidate with these strengths will depend on the salary Bradford County offers — more than $100,000 a year, certainly.

According to Lieberman, smaller cities and counties tend to attract two types of candidates: those who have retired from larger governments and want to continue working in smaller places, and those who have not been able to move up the ladder because they are working for a larger government, so they seek out opportunities elsewhere.

She recommended Bradford advertise a salary range up to $125,000. The final salary and benefit package will be the result of contract negotiations with the top ranked candidate.

The managers’ association will draft an advertisement and make sure it appears in industry publications. The managers will vet candidates based on their applications, selecting the most qualified for commissioners to interview. The target number is three to five. If the first advertisement period doesn’t net several sufficient applicants, the advertising period can be extended.

The target date for the report on candidates is Sept. 15.
