These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Lawtey.

REQUEST FOR RELEASE OF FUNDS

On or about June 23, 2025, the City of Lawtey will submit a request to FloridaCommerce for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to include the installation of 303 water meters as part of an advance metering infrastructure to include meter network, billing software, and meter system associated supporting infrastructure necessary to operate a functional automated system. This project will be limited to removing existing residential water meters within city limits and replacing them with new automated meters. The project plans anticipate reusing existing boxes and fittings to minimize disturbance of the surrounding area. Replacing the water meters will be accomplished without excavation or demolition of existing improvements. The project will also provide the city with meter reading equipment and software to maximize the use of the new system. These improvements will not require installation of cable or other communication or power conduit/conductors. More specifically, the City of Lawtey’s proposed project includes the following areas in which the proposed undertakings may directly or indirectly cause alterations to their character or use:

The existing easements adjacent to all residential households served by the City’s water distribution system.

This project includes $600,000 in total estimated funding through the CDBG-NR Program.

FINDING OF NO SIGNIFICANT IMPACT

The City of Lawtey has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at City Hall, 2793 Lake Street, Lawtey, FL 32058, and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to City Hall, 2793 Lake Street, Lawtey, FL 32058. All comments must be received within 15 days following the publication date of this notice by June 20, 2025.  Comments will be considered prior to the City of Lawtey requesting a release of funds.  Comments should specify which notice they are addressing.

RELEASE OF FUNDS

The City of Lawtey certifies to FloridaCommerce and HUD that Jimmie Scott in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Lawtey to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

FloridaCommerce will accept objections to its release of funds and the City of Lawtey’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Lawtey; (b) the City of Lawtey has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to FloridaCommerce, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508.  Potential objectors should contact the City of Lawtey to verify the actual last day of the objection period.

PLANNING & ZONING BOARD

THE CITY OF KEYSTONE HEIGHTS PLANNING AND ZONING BOARD will be holding a public hearing on Monday, June 16, 2025, concerning the REZONING of a 13.88 acre parcel located off Sunrise Boulevard and Paradise Point Drive, RE# 19-08-23-022578-001-00, from PUD, Planned Unit Development to PUD, Planned Unit Development.

The public hearing will be held at the Keystone Heights City Hall, 555 S Lawrence Boulevard, Keystone Heights, Florida.  Interested parties may appear at the hearings and be heard with respect to the rezoning. After the public hearing, the Planning and Zoning Board may take immediate action on the proposed rezoning, or may continue its deliberations to a date, time and place then announced without publishing further notice thereof.  A copy of the application for the proposed rezoning is available for inspection by the public at the Keystone Heights City Hall, between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday, excluding legal holidays.
