Consultant drafting comp plan, LDR revisions

Brandon Stubbs, planning and grants director with North Florida Professional Services, met with Bradford County commissioners July 17 to gather input as the consultant begins drafting amendments to the county’s comprehensive plan and land development regulations.

The workshop focused on addressing longstanding issues with subdivision development, particularly those that have led to maintenance challenges and infrastructure failures in the past.

Commissioners highlighted the need for stricter requirements on road construction, emphasizing that new subdivisions should have paved roads built to high standards to prevent deterioration, especially if the county is requested to accept ownership of a private road. Riverbend Estates with its unpaved roads’ vulnerability to stormwater was a primary example. The discussion also covered the importance of effective stormwater management, including the installation of retention ponds and proper drainage systems to protect homes from flooding and runoff.

Other priorities included establishing clear inspection protocols for new roads and incorporating requirements for minimum floor elevations in flood-prone areas. Municipal Service Benefit Units (MSBUs) were discussed as a way to fund ongoing maintenance of subdivision roads, ensuring that taxpayers countywide aren’t responsible for the bills.

Commissioners asked about requirements for clear communication with property buyers about flood zones and maintenance responsibilities, as well as the need for dedicated easements to facilitate long-term drainage maintenance. Consultants will use the commissioners’ input to draft updated regulations aimed at preventing the problems that have affected local subdivisions in recent decades.

 

Planning and zoning action

Earlier in the evening, sitting as the Board of Adjustment, commissioners approved a variance from the setback requirement of 25 feet to 10 feet for Alyssa Sanford for a home expansion on Southeast 150th Street.

The Board of Adjustment also approved a special exception to allow Alexandira Kukacka to build a guest house with a separate utility meter at a home in the Woodlawn Subdivision off Northwest County Road 125.

Sitting as the Planning and Zoning Board, commissioners recommended approval of a commercial land use and zoning change for Newman Real Property LLC on 1.46 acres on U.S. 301 and Southeast 122nd Street, which will allow a new billboard to be placed there.

Jose Bucha, an agent on behalf of Magan and Sukanya Patel, was also present to request a commercial land use and zoning change for 6.35 acres on U.S. 301 and Northwest 236th Street so it could be used for equipment storage. Following discussion about buffer requirements for the neighboring residential properties, the application was recommended for approval.

Both land use and rezoning applications were approved on first reading during the commission’s regular meeting.
