Professional Fireworks Display Services

City of Keystone Heights, Florida

  1. Introduction

The City of Keystone Heights is requesting proposals from qualified, licensed, and insured fireworks contractors to provide a professional fireworks display for the City’s annual Independence Day celebration. This Request for Proposal (RFP) outlines the minimum requirements, specifications, and submission criteria for consideration. This RFP is for a term of 3 years.

  1. Event Information
  • Event Name: July 4th Fireworks
  • Event Date: July 4, 2026, 2027, 2028
  • Event Time: Sunset (Approx 7:30PM-8:00PM)
  • Event Location: Keystone Beach, Keystone Heights, Florida
  • Estimated Attendance: Approx 2,000
  • Display Duration: Approximately 20-30 minutes
  1. Scope of Services

The selected contractor shall provide a complete, turnkey fireworks display, including but not limited to:

  • Design, supply, and execution of the fireworks display
  • All fireworks, materials, firing systems, and equipment
  • Transportation, setup, firing, and post-display cleanup (Barge Included)
  • Compliance with all federal, state, and local laws and regulations
  • Coordination with City staff and local fire, police, and emergency services
  • Obtaining all required permits, licenses, and approvals

4.Fireworks Display Specifications

At a minimum, the fireworks display must include the following items or approved equivalents:

  • 1,200 cakes (1”–2”), split into repeater-style fireworks cakes
  • 240 shells (2.5”), assorted patterns
  • 200 shells (3”), assorted patterns, colors, and lightning flash effects
  • 100 shells (4”), special or premium patterns

The display should be professionally choreographed to provide a visually engaging, dynamic, and patriotic presentation appropriate for a municipal Independence Day celebration.

Any proposed substitutions must be clearly identified and are subject to approval by the City of Keystone Heights.

  1. Contractor Qualifications

Proposing contractors must demonstrate:

  • Proper licensing to conduct fireworks displays in the State of Florida
  • A minimum of 5 years’ experience producing municipal or large-scale fireworks events
  • A strong safety record
  • Experience coordinating with fire, police, and emergency services

6.Safety Requirements

The contractor shall:

  • Submit a written safety and fallout zone plan
  • Comply with NFPA standards and all applicable regulations
  • Maintain required safety distances
  • Coordinate with the Keystone Heights Fire Department and Police Department
  • Provide on-site fire suppression equipment and qualified personnel
  1. Insurance Requirements

The contractor must provide proof of insurance including:

  • Commercial General Liability Insurance
  • Workers’ Compensation Insurance as required by Florida law
  • Automobile Liability Insurance

The City of Keystone Heights must be named as an additional insured.

  1. Proposal Submission Requirements

Proposals must include:
