REQUEST FOR PROPOSALS FOR

INDEPENDENT AUDITING SERVICES

The Town of Brooker, Florida is requesting submittals from independent certified public accountants to provide auditing services in accordance with generally accepted governmental auditing standards for the 2025-2026 fiscal year, and possibly up to an additional four years, providing annual performance is satisfactory. The successful submitter shall provide all labor and materials required to conduct a financial audit of the basic financial statements for all funds, including grants, of the Town of Brooker.

AUDITING SERVICES CONTRACT DURATION

The term of this auditing service contract shall be for one (1) year and may be extended for up to four (4) additional years to coincide with yearly fiscal starting and ending dates provided annual performance is satisfactory.

SCOPE OF SERVICES

The following scope of services is merely representative of the duties that shall be performed by the auditing firm. Any reports or requirements either required by state law or by the Town of Brooker should be presumed to be included in this scope of services. Auditing duties shall include services in conformance with all Statutes and Rules of the State of Florida, which regulate auditing practices and reporting procedures and deadlines. The final audit shall contain a written opinion, based upon the Auditor’s findings, that the agencies financial position and results of operation and changes in financial position have been fairly presented in conformance with generally accepted accounting principles; a determination as to whether or not operations have been conducted incompliance with applicable laws, policies, and/or regulations; and a Management Letter reflecting the Auditor’s comments and recommendations in conformity with Rules of the Auditor General of Florida.

The Auditor will be responsible for preparation of audited financial statements which shall include, but not limited to, the:

* Basic Financial Statements

*Combining and Individual Fund Statements

*Report on internal control over financial reporting and on compliance in accordance with Government Auditing Standards

*Management letter required by Rules of the Auditor General

*Required supplementary information

*Federal Single Audit Report (if applicable)

*State Single Audit Report (if applicable)

In addition, the Auditor shall complete and submit the Florida Annual Financial Report.

The Auditor shall be responsible for conducting at a minimum an examination of the financial statements of the following Town funds and account groups:

>General Fund/Water Fund

>Enterprise Fund

>Long-term Debt schedules

>General capital assets

>Grants-Compliance with Single Audit Requirements (if applicable)

AUDITING STANDARDS

*Generally accepted auditing standards adopted by the American Institute of Certified Public Accountants.

* All provisions of Federal/State statutes and regulations applicable to local government audits.

* Rules of the Auditor General of Florida.

*Generally accepted standards of governmental accounting, auditing, and financial reporting (GAAFR).

AUDIT REPORTS/COMPLIANCE

*A draft Audit Report and Management Letter shall be made available to the Town at the time of the exit conference.

 *A final Audit Report and at least 4 bound copies and 1 pdf shall be submitted to the Town no later than the date designated by the Town of Brooker.

*If the final Audit Report and/or Annual Report are deemed to be “not in compliance” by the State following submission thereto, the Auditor shall bring such report(s) into compliance without additional compensation from the Town.

  1. Closing out the financial records for the year end, including performing reconciliations of significant accounts and making appropriate accruals to the financial records.
  2. Preparing paperwork that backs up the significant balances in the general ledger.
  3. Running requested reports for the Auditor in pdf format.
  4. Promptly addressing all Auditor inquires.
  5. Updating the fixed assets schedules.
  6. Provide office space for the Auditor to efficiently conduct the audit.

REQUEST FOR QUALIFICATIONS RESPONSE CRITERIA

Must be received by April 20, 2026, at 1:00p.m.

*Title page should include the firm’s name, address, telephone number of a contact person and the date of the proposal.

*Assurance and ability for the firm to commence audit on or before April 1 st each year and deliver a draft within 80 days and a final report within 90 days.

 *A brief statement should be included with the firm’s background, organization and size.

DETAILED PROPOSAL

> General requirements

The purpose of the submittal is to present qualifications, competence and capacity of the firm to undertake an independent audit of the Town of Brooker. The proposal should demonstrate the qualifications of the firm and staff to be assigned to this engagement. It should also specify an audit approach that will meet the required standards.

>Provide your License to practice in Florida.

A copy of your License to practice in Florida should be included indicating that the firm and all assigned key personnel staff are properly licensed in Florida.

>Firm Qualifications and Experience

The proposal should state the size of the firm’s governmental auditing staff. The firm shall also provide information regarding their local office’s experience with governmental auditing.

The firm shall provide information on the results of any federal or state desk reviews of field reviews of its audits during the past five (5) years. In addition, the firm shall provide information on the circumstances and status of any disciplinary action taken or pending against the firm during the past five (5) years with state regulatory bodies or professional organizations.

>Partner, Supervisory, and Staff Qualifications and Experience

The firm shall identify the principal supervisory and management staff who would be assigned to the engagement and indicate whether each person is licensed to practice as a certified public accountant in Florida.

>Similar Engagements with other Government Entities

The firm shall list the most significant engagements performed in the last three (3) years that are similar to the engagement described in the request, with other Government Entities.

 >Specific Audit Approach

The proposal should set forth a work plan with a specific Audit Approach to perform the required services, including approximate time frames.

The firm shall include a cost and fee schedule to include the audit and AFR totals.
