COLLECTING NON-AD VALOREM ASSESSMENTS
The Board of Directors (the “Board”) of the Florida PACE Funding Agency, a public body corporate and politic, (the “Agency”), hereby provides notice, pursuant to Sections 163.08, 163.081, 163.082 and 197.3632(3)(a), Florida Statutes, each as amended from time to time, of its intent to use the uniform method of collecting non-ad valorem assessments for more than one year to be levied within the area encompassed by the boundaries of every county in Florida, or any of the municipalities therein, served by the Agency’s statewide provision of funding and financing to assist property owners who wish to construct, install or otherwise obtain qualifying improvements identified by the Legislature including, but not limited to, energy conservation and efficiency improvements, renewable energy improvements, and wind resistance improvements, in accordance with Section 163.08, et seq., Florida Statutes, as amended (collectively, the “Qualifying Improvements”). By law and resolution of the Agency, a property owner may apply to the Agency for funding and financing of Qualifying Improvements. The non-ad valorem assessments contemplated by this notice are voluntary and are only imposed by the Agency with the prior written consent authorized by or on behalf of affected property owners who determine to obtain financing for Qualifying Improvements from the Agency. The Agency is authorized by state law to fund and finance Qualifying Improvements and is required to annually collect repayment by non-ad valorem assessments to be collected by the Tax Collector in each County. The Board will consider the adoption of a resolution electing to use the uniform method of collecting such assessments as authorized by Section 197.3632, Florida Statutes, after a public hearing to be held at 401 Dyer Blvd Kissimmee FL on November 3, 2026, at 2pm. CONCERNING A SPECIAL PERMIT FOR ESSENTIAL SERVICES
NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Union County, Florida, that, pursuant to the Union County Land Development Regulations, objections, recommendations, and comments concerning a special permit, as described below, will be heard by the Board of County Commissioners of Union County, Florida, at a public hearing during its regular meeting on October 19, 2026, at 6:00 p.m., or as soon thereafter as the matter can be heard, in the Board of County Commissioners Meeting Room, Union County Courthouse, located at 55 West Main Street, Lake Butler, Florida. The Board will hear a petition by Florida Public Utilities Company requesting a special permit to allow the expansion / placement of a natural gas transmission line and associated facilities (an essential service) on County-owned property, in accordance with Section 14.11 of the Land Development Regulations. The proposed location is described as follows: A portion of the County property located in Section 1, Township 06 South, Range 18 East, Union County, Florida, Parcel ID No. 01-06-19-00-000-0210-0. The criteria for approval are limited to a showing of the need for such services in the requested location, that it is in the public interest that the special permit be granted, and compliance with the other provisions of Section 14.11. At the aforementioned public hearing, all interested parties may appear and be heard with respect to the special permit application. Copies of the application and supporting materials are available for public inspection at the Office of the Board of County Commissioners, located at 15 Northeast First Street, Lake Butler, Florida, during regular business hours. - Project Overview
The owner is requesting sealed bids from licensed contractors to supply and install overhead tennis court/basketball court lighting. Design target should be a minimum of 50 average maintained horizontal footcandles and a minimum of 2.0:1 maximum to minimum uniformity ratio.

The site features two (2) existing tennis courts and one (1) existing full basketball court.
Pre-Bid Meeting
Pre bid meeting is scheduled for October 22 ,2026 and will be at 555 S Lawrence Blvd. This will be an opportunity to inspect existing wiring and electrical capabilities, placement of new poles with lighting, and site conditions. (Pre-bid meeting is not mandatory but encouraged.)
- Scope of Work (Turnkey Installation)
The selected contractor must provide all turnkey labor and materials to complete the following:
*Mobilization
*New steel lighting poles and foundations (Designed for a sports-lighting application and applicable wind loads.)
*LED sports lighting fixtures (Quantity and Placement of fixtures as well as life expectancy of bulbs.) Fixture mounting hardware and aiming of the fixtures * *Electrical service and distribution
*Underground conduit
*Conductors and grounding if required
*Disconnects and circuit protection
*Lighting Controls (timers, photocell, etc.): Activation system shall include a weatherproof, vandal-resistant manual public activation station located near the courts, with separately labeled controls for each of the two tennis courts and basketball court. Public users shall be able to activate each court’s lights independently during hours of darkness only. Each activation shall run for a City-programmable timed interval and shall be subject to a City-programmed mandatory shutoff time and override. The system shall include photocell or astronomical-clock functionality). *Junction/pull boxes
*Concrete foundations
*Equipment rental, including lifts and any other necessary equipment
*Final testing and commissioning
*Restoration of disturbed areas (Grad and re-sod if necessary.)
*Protection of existing courts (Courts are new and the intent is to keep the finish in like-new condition.)
*As-built documentation including pole locations, wiring locations, and any other applicable underground information.
*Warranty (The selected contractor shall provide a minimum one-year warranty covering installation, foundations, electrical work, controls, aiming, and commissioning beginning on the date of final acceptance. Lighting fixtures, drivers, poles, controls, and other manufactured components shall include the manufacturer’s standard written warranty, with a minimum five-year warranty preferred for LED fixtures and controls. The contractor shall provide all warranty documentation before final payment and shall be responsible for coordinating warranty service during the warranty period.)
*All other activities to deliver fully functional system/systems.
3.Submission Requirements
Bidders must submit an all-inclusive lump-sum pricing for both of the tennis courts and basketball court. Each bid shall include a photometric lighting plan for the two tennis courts and one basketball court showing proposed pole locations, pole heights, fixture quantities, fixture specifications, aiming average maintained horizontal footcandles, minimum and maximum footcandles, and maximum-to-minimum uniformity ratio.
