Abandoned property racking up fines

A follow-up inspection two years later determined the site violated city codes with excessive or noxious growth of vegetation and had a dangerous building or hazardous land.

The City of Starke is fining the owner of an abandoned property on Grove Street $150 a day and could increase the fine to $250 a day in November.

The city said in a $2,800 lien it recorded with the county that a code enforcement officer found the mobile home on January 9, 2020, at 1435 Grove Street, an abandoned property. A follow-up inspection two years later determined the site violated city codes with excessive or noxious growth of vegetation and had a dangerous building or hazardous land.

In hearings before a special magistrate in June, July, August, September, and October, code enforcement officers reported no change to the property, and the owner: Lancainer Hill, did not attend the hearings. The city said it mailed notices of the hearings to Hill’s Gainesville post office box and the property’s street address, as well as posting the notice of the hearings on the mobile home.
