Deputies say 16-year-old kidnapped, beaten

STARKE—Bradford deputies arrested two men and a woman after they said the trio kidnapped a 16-year-old at gunpoint and beat the victim unconscious while looking for a car thief.

Leroi Lamont Luzunaris, 47, of Jacksonville, Tiescha Latrese Mitchell, 35, of Starke, and Donnie Risby, 64, of Starke, were arrested for kidnapping and aggravated battery.

According to court papers, the victim told deputies that on January 8, he was walking on Starke’s Estelle Street near Dell Street when a gray vehicle approached him, and Mitchell and Luzunaris exited the car.

“According to (the victim),” wrote Detective Zachary Jones in a complaint, “Leroi pulled a handgun and demanded he get into the vehicle.”

The victim added that the pair took him to a residence on Lamar Street where Luzunaris, Mitchell, and Risby beat him with a tire iron, fists, feet, and possibly a handgun.

The victim reported that he began to drift in and out of consciousness, and a third party called law enforcement and emergency medical services to get him assistance.

Jones added that surveillance footage provided to investigators show Luzunaris and Mitchell in a gray vehicle, talking about finding a car they believed the victim stole.

“In another clip,” wrote the detective, “you can see the vehicle on Estelle Street and see several individuals get out of the vehicle and then can see what appears to be those same individuals forcing another individual into the vehicle.”
