STARKE— A former counselor for a youth academy operating within Camp Blanding was arrested for soliciting lewd conduct from a 16-year-old.

Macclenny resident Libby Louise Alexander Chrome, 27, was arrested for an authority figure soliciting lewd conduct with a student.

According to an arrest affidavit, the defendant was an employee at the Florida Challenge Youth Academy when she engaged in a romantic relationship with a 16-year-old student at the residential program for at-risk youth.

A detective with the Clay County Sheriff’s Office Special Victims Unit wrote in the affidavit that the victim’s mother provided cell phone communications to the detective between the victim and the defendant.

Detective Jamie Crider wrote that she interviewed the victim and academy staff in April. Crider added that it took some time to locate the defendant and interviewed Chrome at a Middleburg convenience store in July.

“Based on the victim’s interview,” the detective wrote, “the victim’s phone messages, the love notes and emails, the defendant had a relationship of a romantic nature with a student/victim while being in a position of authority.”

The academy operates a military-framed residential program for at-risk Florida youth. The organization said that since 2001 it has graduated over 5,300 teenagers who were at risk of dropping out of school.
