KEYSTONE HEIGHTS—A technical assistance panel from the Urban Land Institute is recommending road, utilities, and zoning upgrades to the High Ridge Estates neighborhood. The panel also suggested the county rebrand the area, replacing the neighborhood’s name and designating new names for the area’s streets.
In a presentation to the Clay County Board of County Commissioners on Nov. 28, the panel said the county should establish clear ownership of the neighborhood’s rights of way, develop a dirt-to-pave road schedule for the community, and fund the road improvements.
The panel also recommended changing the zoning in the area to allow single-family housing, duplexes, triplexes, and quads.
To pay for the improvements, the panel recommended that the county determine if Florida’s Live Local initiative could fund the infrastructure improvements.
