Project Title: Tennis Court Lighting

1. Project Overview

The owner is requesting sealed bids from licensed contractors to supply and install overhead tennis court/basketball court lighting. Design target should be a minimum of 50 average maintained horizontal footcandles and a minimum of 2.0:1 maximum to minimum uniformity ratio.

Project Location

555 S Lawrence Blvd, Keystone Heights, FL 32656.

The site features two (2) existing tennis courts and one (1) existing full basketball court.

Pre-Bid Meeting

Pre bid meeting is scheduled for August 25,2026 and will be at 555 S Lawrence Blvd. This will be an opportunity to inspect existing wiring and electrical capabilities, placement of new poles with lighting, and site conditions. (Pre-bid meeting is not mandatory but encouraged.)

2. Scope of Work (Turnkey Installation)

The selected contractor must provide all turnkey labor and materials to complete the following:

• Mobilization

•New steel lighting poles and foundations (Designed for a sports-lighting application and applicable wind loads.)

• LED sports lighting fixtures (Quantity and Placement of fixtures as well as life expectancy of bulbs.) Fixture mounting hardware and aiming of the fixtures

• Electrical service and distribution

• Underground conduit

• Conductors and grounding if required

• Disconnects and circuit protection

• Lighting Controls (timers, photocell, etc.): Activation system shall include a weatherproof, vandal-resistant manual public activation station located near the courts, with separately labeled controls for each of the two tennis courts and basketball court. Public users shall be able to activate each court’s lights independently during hours of darkness only. Each activation shall run for a City-programmable timed interval and shall be subject to a City-programmed mandatory shutoff time and override. The system shall include photocell or astronomical-clock functionality).

• Junction/pull boxes

• Concrete foundations

• Equipment rental, including lifts and any other necessary equipment

• Final testing and commissioning

• Restoration of disturbed areas (Grad and re-sod if necessary.)

• Protection of existing courts (Courts are new and the intent is to keep the finish in like-new condition.)

• As-built documentation including pole locations, wiring locations, and any other applicable underground information.

• Warranty (The selected contractor shall provide a minimum one-year warranty covering installation, foundations, electrical work, controls, aiming, and commissioning beginning on the date of final acceptance. Lighting fixtures, drivers, poles, controls, and other manufactured components shall include the manufacturer’s standard written warranty, with a minimum five-year warranty preferred for LED fixtures and controls. The contractor shall provide all warranty documentation before final payment and shall be responsible for coordinating warranty service during the warranty period.)

• All other activities to deliver fully functional system/systems.

3. Submission Requirements

Bidders must submit an all-inclusive lump-sum pricing for both of the tennis courts and basketball court. Each bid shall include a photometric lighting plan for the two tennis courts and one basketball court showing proposed pole locations, pole heights, fixture quantities, fixture specifications, aiming average maintained horizontal footcandles, minimum and maximum footcandles, and maximum-to-minimum uniformity ratio.

4. Submission Requirements

Bids must be received on or before the submission deadline. Contractors may submit using the following method:
