REQUEST FOR BIDS

NOTICE IS HEREBY GIVEN that Bradford County S.H.I.P. Program will receive sealed bids until 2:30 p.m., August 21, 2026 at the Bradford County Office of the County Clerk located at 945 North Temple Avenue, Starke, Florida 32091 for the following:

A mandatory walk through is a prerequisite to a valid bid.  All interested bidders will meet at 10:00 a.m. on Thursday, August 13, 2026 at the Community Development Office located at 925-E North Temple Avenue in Starke, Florida. If you plan to submit a bid, a representative of your firm must attend the “walk through” of the unit to become familiar with the property and the scope of work to be completed.

No contractor shall visit the subject property for any reason without first making arrangements with the County and owner.

All contractors must have proof of Residential, Builder, or General Contractor’s License, proof of Liability Insurance, proof of Workers’ Compensation Insurance (or Exemption Card), a statement of non-discrimination, and at least two references from previously completed jobs.

Sealed proposals, in duplicate, will be received by the Keystone Heights Airport Authority in the Conference Room at the Keystone Heights Airport Terminal Building, located at 7150 Airport Road, Starke, Florida 32091, until 1:00 PM EDT on September 6th, 2026 at which time all proposals received will be publicly opened and read aloud. Bidders are invited to submit proposals for:

FUEL FACILITIES UPGRADE AT

KEYSTONE HEIGHTS AIRPORT

A non-mandatory pre-bid meeting and site inspection will be held at 1:00 PM on August 25th, 2026 in the Conference Room at the Keystone Heights Airport Terminal Building. Bidders are strongly urged to attend.

The project work includes the turn-key design and installation of a 12,000 gallon Avgas tank, self-serve dispenser cabinet, and a canopy over self-serve island. An Alternate Bid will be received for a 12,000 gallon Jet-A tank, and a canopy that covers both 12,000 gallon AST tanks. Separate additional alternates will be individual static relaxation tanks for each 12,000 gallon AST.

Bidders are invited to submit Proposals for this work on the Proposal Forms provided.  Other proposal forms will not be accepted.

The complete examination and understanding of the Contract Documents consisting of the Plans and Specifications, and all addenda or other revisions, and Site of the proposed work is necessary to properly submit a Proposal.  Contract Documents consisting of the Plans and Specifications, and all addenda or other revisions will be available on or before Wednesday, August 5th, 2026. There is no fee to obtain a set of the Contract Documents. Printed copies of documents will not be made available.  Only PDF project plans and specification files, by email will be made available. Contractor must obtain the Contract Documents from the Airport Manager or the www.keystoneairport.com/construction-projects in order to be considered a responsive bidder.

A Bid Bond in the form as bound in the Contract Documents or Certified Check in the amount of not less than five percent (5%) of the total amount bid must accompany each Bid.

Successful Bidder shall be required to execute and to provide a Payment Bond and Performance Bond each in an Amount of not less than one hundred percent (100%) of the total value of the Contract awarded to him with a satisfactory surety or sureties for the full and faithful performance of the work.

No bid may be withdrawn after closing time for the receipt of Proposals for a period of one hundred twenty (120) days.

The Keystone Heights Airport Authority reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the Contract for the Work.
