KEYSTONE HEIGHTS— City Manager Lynn Rutkowski told the city council that a franchisee for Popeye’s Louisiana Chicken has applied to the city to build a restaurant on Green Way between Walgreen’s and Dollar General. The parcel is already zoned for a restaurant. However, the franchisee must obtain a use by exception from the city in order to operate a drive through at the location.
