Recent arrests in Bradford, Union and Clay

The following individuals were recently arrested by local law enforcement officers in Bradford, Union, or Clay (Keystone Heights area) counties. All defendants are considered innocent until convicted in a court or until pleading guilty or no contest. Information in this report is from law enforcement agencies and court documents, which are public records.

 

Bradford

Liz Elizabeth Bedford, 54, of Tampa, was arrested by Bradford deputies on January 15 for an out-of-county warrant.

 

Traffic stop leads to discovery of drugs

Terance Denard Davis, 37, of Starke, was arrested by Bradford deputies on January 13 for possession of cocaine and destroying evidence.

According to an arrest report, the defendant, driving a blue Hyundai Santa Fe, failed to come to a complete stop at the corner of U.S. 301 and Southeast 47th Place, near Starke’s Holiday Inn Express.

Detective Hunter Redding and another deputy got behind the Hyundai, and according to Redding, “Detective Juen and I could smell the odor of burning marijuana. I activated my emergency lights, attempting to conduct a traffic stop on the vehicle. The vehicle did not stop and continued traveling in the parking lot. I activated my emergency sirens; however, the vehicle failed to stop and continued traveling in the parking lot at a slow rate of speed. After travelling for approximately 400 feet, the vehicle finally came to a stop in a parking space.”

Detective Redding reported that he made contact with Davis, the driver and sole occupant of the vehicle, and again detected the odor of burnt marijuana coming from inside. When asked, Davis claimed to possess a medical marijuana card but was unable to produce it.

During the stop, Detective Juen observed a clear plastic bag with a torn corner in the lower center console area in plain view. The torn portion of the bag appeared to be wet, possibly with saliva. After Davis consented to a closer examination of the bag, officers discovered a white powder residue on the inside.

A field test of the substance yielded a presumptive positive result for cocaine, according to the report. Davis then consented to a full search of the vehicle.

“While conducting a search of the vehicle,” Redding wrote,  “Det. Juen located a polar pop cup containing a dark liquid, ice, and a burnt marijuana cigarette. Additionally, located in the cup was part of the ripped bag that contained the white powder residue. It appeared that Davis bit the bag, spit the piece of plastic containing the majority of the cocaine into the Polar Pop cup in an attempt to tamper/destroy evidence that he was in possession of an illegal narcotic.”

 

Alicia Marie Deese, 47, of Starke, was arrested by Bradford deputies on January 15 for a probation violation.

 

Tried to sell drugs at bar

Dale Robert Dykins, 64, of Starke, was arrested by Bradford deputies on January 11 for attempting to sell drugs without a prescription.

According to an arrest report, the defendant offered to sell gabapentin, for which he had a prescription, to a customer of Patriot’s Saloon for $2 a pill.  The prospective buyer, however, walked outside and called the sheriff’s office.

While one deputy was speaking with Dykins, he retrieved a pill bottle from the defendant’s pants pocket, which was labeled gabapentin, 30 milligrams, 60 pills. The label indicated the medication had been prescribed to the defendant.

The reporting officer wrote that, “While Dale lawfully possessed gabapentin with a valid prescription, Florida law does not authorize a patient to sell, deliver, or offer medication to another person.”

 

Harassed, stalked tattoo artist

Chelsea Marie Hill, 34, of Lake Butler, was arrested by Bradford deputies on January 15 for public order crimes and stalking.

According to the arrest warrant affidavit filed on July 31, 2025, the victim reported to authorities that he had been receiving harassing messages from multiple phone numbers, had his social media accounts hacked and deactivated, and suffered significant business losses as a result of the alleged harassment. The victim told investigators he had fallen three months behind on rent due to lost clientele after someone hacked his accounts and contacted his customers.

The incidents allegedly began approximately two years ago when Hill visited the victim’s tattoo shop for a piercing and later returned for tattoo work. During a session for a cover-up tattoo on her chest while the two were alone in the shop, the victim reported that Hill made unwanted sexual advances, which he rebuffed, telling her he was engaged.

After being informed he would no longer provide services to her, Hill allegedly began an escalating campaign of contact attempts. An email sent in September 2024 showed Hill apologizing for her previous behavior and requesting additional tattoo work, according to the affidavit.

The harassment allegedly intensified in 2025. In June, the victim received text messages from a phone number registered to another individual, with the sender claiming to be Hill and making repeated sexual propositions. During these exchanges, the sender allegedly hinted at having information about who was behind the hacking incidents plaguing the victim.

“You really don’t see anything wrong with what you have doing and saying?” the victim responded in one exchange, according to screenshots included in the report.

The messages continued into July, with texts coming from different phone numbers. One message referenced the victim carrying a gun in his home, prompting him to tell investigators his indoor security cameras had been compromised. Another text made threatening references to the victim’s partner and her family members in other states.

Investigators were able to trace one of the phone numbers used in the alleged harassment to a device that had accessed the victim’s Microsoft account without authorization. The IP address and phone number matched one of the numbers from which harassing messages had been sent.

The victim told deputies the constant harassment had become public knowledge, and he had posted on Facebook seeking help to identify who was hacking his accounts.

 

Calvin William Lane, 34, of Lake City, was arrested by Bradford deputies on January 15 for withholding support.

 

Threatened to kill neighbors, burn down house

Ty Braxton Morgan, 28, of Lawtey, was arrested by Bradford deputies on January 14 for simple assault, intimidation, and extortion.

According to the arrest report filed by Corporal Cody Wells, the incident began early Tuesday morning when Morgan called a woman, reportedly stating he was ready to harm someone. Morgan allegedly told the woman he was headed to his home in Lawtey and threatened to burn the residence down. He reportedly sent her a text message with similar threats earlier that morning.

The report indicates Morgan had earlier been involved in an argument at the home, during which he allegedly threw objects and shouted. Morgan’s spouse told authorities that Morgan has been diagnosed with bipolar disorder and has a history of volatile behavior during their marriage, including throwing objects such as beer cans and damaging her vehicle when angry. She also reported that Morgan has been in and out of therapy for substance abuse involving alcohol and cocaine throughout their relationship.

After leaving the couple’s home, Morgan’s spouse went to Phillips’ residence to avoid further conflict. Around 2:30 a.m., Morgan allegedly arrived unannounced, opened a window, and threw his phone through it to wake his spouse.

When his spouse opened the door, Morgan allegedly began shouting accusations about infidelity. According to the report, Morgan threatened physical violence, stating that he would harm his spouse. A witness intervened, asking Morgan to leave. Though initially refusing, Morgan eventually departed in his vehicle.

Morgan then allegedly called the female witness again, repeating his threat to burn the home. Witnesses reported that Morgan also told family members he had a hammer in his vehicle and intended to use it, and made statements about harming himself with a gun.

Bradford County Sheriff’s Office deputies responded to the scene and detained Morgan, who was sitting in his vehicle in the yard. A search of the vehicle revealed:

– Two five-gallon fuel cans filled with gasoline in the back seat

– Three firearms (one pistol and two rifles)

– 145 rounds of .223 caliber rifle ammunition

– 54 rounds of 9mm pistol ammunition

– Various magazines

– A ball peen hammer

The pistol was found on the front passenger seat, with the ammunition, magazines, and hammer on the floorboard within easy reach.

 

Shane Patrick Mroz, 32, of Starke, was arrested by Bradford deputies on January 16 for disorderly intoxication and resisting an officer.

 

Paul Michael Payne, 46, of Starke, was arrested by Bradford deputies on January 11 for an out-of-county warrant.

 

Stole ATV

Carl Ashley Rowe, 44, of Lake Butler, was arrested by Bradford deputies on January 15 for vehicle theft and possession of drugs.

According to the report, a witness told her daughter she believed her boyfriend, Rowe, had taken a 2025 gray Polaris Sportsman without permission. The woman maintained possession of the only key to the vehicle and stated she never authorized Rowe to use it.

One of the victim’s family members located the stolen ATV at Carter Road in Lawtey. When confronted, Rowe and family member became involved in a verbal altercation, prompting a request for law enforcement to respond before the situation turned physical.

Deputies arriving at the Carter Road address observed the two men arguing. According to Deputy Jones, Rowe attempted to flee and was grabbed by the family member to prevent his escape. Both men were initially detained.

Investigators found a flathead screwdriver on the right side footrest of the ATV. The ignition showed fresh damage consistent with tampering, and the screwdriver appeared to have been used to start the vehicle. The ATV’s VIN number was confirmed to match the stolen vehicle.

After being read his Miranda rights, Rowe agreed to speak with Deputy Taylor Sanders. Rowe claimed a family member of the victim had given him permission to take the four-wheeler, but the family member denied this, stating she would have provided the key if permission had been granted.

Rowe admitted to starting the ATV with the flathead screwdriver and acknowledged the vehicle belonged to the victim. He stated he had been away from the residence with the ATV for approximately one day.

The suspect also admitted to using methamphetamine earlier in the day. The defendant’s girlfriend confirmed to deputies that Rowe uses methamphetamine and had been missing from their shared residence for a day.

During a search incident to arrest, Deputy Jones discovered a pill in Rowe’s right pants pocket, which Rowe identified as Suboxone. When asked, Rowe stated he did not have a prescription for the medication.

One witness told deputies that Rowe claimed he took the four-wheeler “over a light bill,” though the witness said he did not believe this explanation.

 

Union

Johnnie Lee Alexander, 59, of Lake Butler, was arrested by Union deputies on January 15 for petit theft and trespassing.

 

Michael Brown, 63, of Lake Butler, was arrested by Union deputies on January 13 for disorderly intoxication, causing a disturbance, and possession of drug equipment.

 

Cort Alan Frank, 33, of Lake Butler, was arrested by Union deputies on January 16 for a probation violation.

 

Vontavis Tyrea Meyers, 33, of Cocoa, was arrested by Union deputies on January 13 for a probation violation.

 

Casey Faith Williams, 50, of Lake Butler, was arrested by Union deputies on January 19 for failure to appear.

 

Clay

Norma Faye Callis, 37, of Keystone Heights, was arrested by Clay deputies on January 11 for DUI.

 

Lance Joseph Labonte, 19, of Keystone Heights, was arrested by Clay deputies on January 11 for domestic battery.
