“While directly behind the Ford SUV,” Johnson wrote in an arrest report, “I observed the front passenger put an object in her mouth, remove the object, then hand the object to the rear passenger. As the front passenger handed the rear passenger the object, a large amount of smoke came from the front passenger’s mouth.”

Johnson added that the rear passenger repeated the front passenger’s behavior. “It was at this time I noticed a pungent odor of marijuana enter the A/C vents of my vehicle,” the detective wrote.
