REQUEST FOR PROPOSALS

The City of Lawtey requests proposals from qualified individuals or firms to provide engineering services for a Florida Department of Commerce Small Cities Community Development Block Grant (CDBG). The city has been awarded a Florida Small Cities CDBG grant in the amount of $600,000 for the FFY 2021 and FFY 2022 funding cycle; therefore, procurement and contracting must follow CDBG regulations.

Engineering services may include, but not be limited to, preliminary evaluation/investigation, feasibility analysis, testing, design, agricultural strategies, cost estimating, contract and construction management, inspection, resident observation, and other similar services. Types of projects anticipated are installation of 303 water meters as part of an advance metering infrastructure. Procurement of the professional services shall comply with Florida Consultant’s Competitive Negotiation Act (CCNA), Chapter 287.005, Florida Statutes and City of Lawtey’s Ordinances.

Proposals will be considered on an equally competitive basis. No bid or proposal will be accepted from individuals or firms on the convicted vendors list. Each response must be described separately and will be evaluated using the following criteria.

  1. knowledge of state and federal regulations governing the CDBG program-25 points
  2. CDBG Experience-25 points
  3. Approach to task-20 points
  4. References-15 points
  5. Ability to become quickly familiar with local conditions-5 points.
  6. Fee-10 points
  7. MBE/WBE shall prevail in the event of a tie.

Proposals for engineering services must indicate a fee for the service. Please quote your fee as a lump sum with an explanation for the basis of the fee. Certified MBE/WBE are encouraged to submit documentation with their proposal.

COUNTY ROAD 229 NORTH AND NE 149th STREET

FPID Project Number 438212-1-54-01, 445822-1-54-01, & 438117-1-54-01

Bids for the construction of the Project will be received at the County Commissioners office located at 15 NE 1st Street, Lake Butler, FL 32054, until Tuesday, October 24th at 2:00 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

All work for the Project shall be constructed in accordance with the Drawings and Specifications prepared by the Engineer. Bids shall be submitted for furnishing, delivering, and installing all materials, equipment, and services, including labor for the Work, which generally involves the following activities:

Part A:  CR 229 North – FPID# 438212-1-54-01

Base Bid: Mill and resurface approximately 130 L.F. (0.03 miles) of existing asphalt roadway, resurface approximately 3,210 L.F. (0.61 miles) of existing roadway, widen and resurface approximately 3,830 L.F. (0.73 miles) of existing asphalt roadway, shoulder grading, sodding, driveway apron construction, drainage improvements, bridge repair, guardrail, signing and pavement markings, and maintenance of traffic. The base bid starts south of SR 121 at Bridge No. 394004 over Turkey Creek at station 1000+66.63 and ends at station 83+24.46, excluding the portion between station 1001+96.03 to station 12+93.09.

Alternate 1: Widen and resurface approximately 12,250 L.F. (2.32 miles) of existing asphalt roadway, shoulder grading, sodding, driveway apron construction, drainage improvements, signing and pavement markings, and maintenance of traffic. Alternate 1 starts at station 83+24.46 and ends at station 205+75.

Alternate 2: Widen and resurface approximately 16,100 L.F. (3.05 miles) of existing asphalt roadway, shoulder grading, sodding, driveway apron construction, drainage improvements, guardrail, signing and pavement markings, and maintenance of traffic. Alternate 2 begins at station 205+75 and ends at the Baker County line.

Part B: CR 229 North – FPID# 445822-1-54-01

Mill and resurface approximately 1,400 L.F. (0.26 miles) of existing asphalt roadway, shoulder grading, sodding, signing and pavement markings, and maintenance of traffic. Project starts directly North of Bridge No. 394004 over Turkey Creek at station 1001+96.03 and ends at station 10+91.07.

Part C: NE 149th Street – FPID# 438117-1-54-01

Resurface approximately 3,500 L.F. (0.66 miles) of existing roadway, shoulder grading, sodding, drainage improvements, signing and pavement markings, and maintenance of traffic. Project starts West of NE 222nd Place and ends at CR 229 N.

The Project has an expected duration of 210 days.
